public class ToolBar
extends JToolBar

Visual NetRexx has it's own toolbar subclass to handle the following things:

It's always rollover
Actions will be added with no text, an icon where appropriate and a tooltip

ToolBar(): create a toolbar that is always in rollover mode please note that this currently only works for Metal L&F

add(Action): add an action to the toolbar for the button created, set it's text to "", and set it's tooltip to be the name of the action
add(Component): add a component to the toolbar - this is overriden to force Y alignment to be 0.5 - Centered
